High Speed flyer is indeed higher speed.
"I have a 1978 S-10 that I have used for decades-ive upgraded a few things, bearings and such, I use Ashford double drive bobbins and can get a 15:1 spinning ratio (the Louet bobbins are used for plying) No Idea why I had never tried the high speed flyer before. I LOVE it! I typically spin fine yarns and had been contemplating buying a production wheel. No need now; the flyer is indeed faster than the standard flyer and has less resistance. This is not to say that there was resistance before, but when you spin on a wheel as I long as I have on this one, I KNOW when something is different. This was a nice improvement to an already excellent wheel."
